This Kentucky Grand Council was granted a charter by the Grand Council of Michigan and had officers installed by D. B. Tracy, Grand Sovereign of Michigan. The announcement has a printed signature of John W. Cook, Grand Sovereign of Kentucky

It claims the legal authority of Alfred Creigh over all the other Grand Council leaders. Alfred Creigh was Past Deputy Grand Commander of Penn. Commandery (accourding to the 1875 Proceedings).
