Scope and Contents
This charter, sometimes called the "birth certificate" of the Supreme Council, Northern Masonic Jurisdiction (SC, NMJ) was created by De La Motta. It made the NMJ a legitimate Supreme Council (separate from the Southern District at Charleston, South Carolina) and gave authority to: Daniel D. Tompkins, Most Puissant Sovereign Grand Commander, Sampson Simson, Ill. Inspector Lieutenant Grand Commander, John Gabriel Tardy, Ill. Grand Treasurer, General of the Holy Empire, John James Joseph Gourgas, Ill. Grand Secretary General of the Holy Empire, Richard Riker, Ill. Grand Master of Ceremonies, and Moses Levi Maduro Peixotto, Ill. Captain of the Life Guards. The charter was signed on August 5, 1813 by De La Motta and Gourgas
This document, issued by Emanuel De La Motta on September 21, 1813 and signed by both De La Motta and Gourgas, is a declaration and restatement of the Charleston Supreme Council's belief that the members of the Sublime Grand Consistory organized by Antoine Bideaud in 1806 and reorganized in 1808, are the original possessors and founders of these high orders of Masonry in those Northern parts of the United States of North America, and the only lawful Sovereign Grand Consistory of Sublime Princes of the Royal Secret of the 30th, 31st and 32nd degrees, which can constitutionally exist for the Northern Jurisdiction of the United States of North America.
All six members of the original Supreme Council, NMJ that was formed on August 5, 1813 were members of Bideaud's Sublime Grand Consistory. The Consistory conferred degrees 30-32, while the newly formed Supreme Council conferred the 33rd degree. De La Motta's summer 1813 investigation of the three groups (Bideaud, Jacobs, Cerneau) conferring the high degrees in New York City included the investigation of Bideaud's Sublime Grand Consistory and the subsequent formation of the Supreme Council NMJ, whose first officers were drawn from the Consistory.
