In four Liberty Loan campaigns, the government sought to bring in over 20 billion dollars. Though many bonds were sold, the effort fell short of the goal. Together the four Liberty Loans raised an estimated $17 billion. In 1919 the government sold a Victory Bond, which paid 4' percent, to help pay for war debt.
