Gift of Andrew S. Dibner, A2000/37/13
To raise money for war-related expenses, in 1917 and 1918 the U. S. government offered Americans the chance to purchase bonds, called Liberty Loans. The government paid purchasers an interest rate of 3' to 4' percent when the bonds matured. To avoid competition with banks, the government kept their interest lower than what most banks offered.
