To sell Liberty Bonds, Secretary of the Treasury William Gibbs McAdoo (1863-1941) developed an elaborate incentive scheme. Volunteers sold the bonds. Individual buyers earned colorful buttons and window cards. District Liberty Loan committees also set quotas for each town. In McAdooi's system, communities competed with one another to be the first to fill their assigned quotas. Towns where residents purchased the entire quota of bonds earned an honor flag to fly at a central location.
