Signatures appear at bottom of photograph under the inscription "To Bob Frank, With Best Wishes and Appreciation." Photo was likely taken at the opening (July 19th, 1990) of the Richard Nixon Presidential Library and Birthplace in Yorba Linda, California. All four presidents were present at the opening.
