A circular issued by the Supreme Council, Northern Masonic Jurisdiction, to all Freemasons living in New York and New Jersey. The circular details the granting of charters and dispensations from a New York City-based Supreme Council (i.e. the Hays Council, with Edmund Burke Hays as Sovereign Grand Commander) and a warning to Masons not to be "deluded into joining" any subordinate bodies chartered by this clandestine Supreme Council. Dated November 1, 1862.
